Statement on Governor Ayotte’s veto of SB 661 and HB 1491

On Friday, June 19, Governor Kelly Ayotte vetoed two proposed laws – Senate Bill 661 and House Bill 1491 – that would have significantly altered the way SchoolCare and other public entity risk pools are regulated in New Hampshire.

The Governor's decision means that New Hampshire's public entity risk pools will continue to operate under the existing RSA 5-B framework with ongoing oversight from the Secretary of State's Office. SchoolCare welcomes the stability and continuity this provides for our members.

New Hampshire’s pooling model has allowed SchoolCare to consistently provide high-quality health benefits while maintaining local control at costs that have historically been 10 to 15% lower than those available in the commercial insurance market. We share the Governor's view that public entity risk pooling is an important tool for protecting public resources while ensuring public employees and their families have access to quality healthcare coverage.

SchoolCare appreciates Governor Ayotte's acknowledgment that risk pooling policy is complex and deserves careful consideration. SchoolCare remains committed to working constructively with policymakers, regulators, and other risk pool organizations on regulatory improvements that would ensure that our members in New Hampshire continue to benefit from a strong, sustainable public entity pooling system.
